With reference to correspondence on
the subject of Kowloon City, Hong Kong, terminating
in a letter from this Department dated the 10th
July, I am directed by Secretary Sir Philip
Cunliffe-Lister to forward for the information of
Secretary Sir John Simon a copy of a telegram
from the Governor of Hong Kong from which it will
be observed that, with the exception of absentees
and two recalcitrants, all the owners of property
within the city of Kowloon haveaccepted one or
other of the offers which were outlined in the
Governor's Confidential despatch of the 9th
January which formed an enclosure to a letter
from this Department of the 26th February, but
that the Chinese Government has reiterated the
charge of breach of Treaty. I am to say that
Sir Philip Cunliffe-Lister does not consider
